The European Parliament’s Committee on Transport and Tourism (TRAN) adopted several critical amendments to a European Commission proposal to address pollution from ships in European waters. Negotiations with the Council of the European Union are now set to begin in early November.

On Saturday 23 June 2018, a collision between a tanker and the jetty in the Port of Rotterdam - Europe’s biggest seaport, resulted in a heavy fuel oil (HFO) spill. Despite the immediate mitigation actions taken by the crew of the vessel and resources on-shore, 217 tonnes of HFO are estimated to have spilled from the fuel tank.

Today BirdLife partner and Seas At Risk member, Natuurpunt, filed a complaint with the European Commission objecting to the ineffective, even deceptive, marine management measures Belgium proposes for its marine Natura 2000 sites. The legal complaint will hopefully be reinforced by a motion to be voted in the European Parliament on Monday rejecting the government’s inadequate proposals as well.

The European Commission has taken a leap forward in tackling plastic pollution, with new laws to reduce throwaway single-use plastics. Speaking on behalf of Rethink Plastic [1], the Environmental Investigation Agency’s Sarah Baulch said: “The Commission has awakened to the call of European citizens to address the devastating impacts of plastic pollution on our environment. Phasing out unnecessary single-use plastic applications and those for which a sustainable alternative is already available is key to ensure a responsible use of plastics.”

The Clean Arctic Alliance today applauded progress by International Maritime Organization member states towards banning use of the world’s dirtiest fuel - heavy fuel oil - from Arctic shipping, and called for Member States to make every effort to adopt and rapidly implement a ban by 2021, as proposed by eight IMO Member States and supported by other countries during the meeting.

Today’s commitment by governments to require international shipping to decarbonise and at least halve its greenhouse gas emissions by 2050 is a welcome and potentially game changing development, the Clean Shipping Coalition (CSC) has said. But the lack of any clear plan of action to deliver the emissions reductions, including urgently needed short-term measures, is a major concern, according to the group of NGOs[1] with observer status at the UN’s International Maritime Organisation (IMO).

The European Parliament plenary voted today on a proposal to merge and simplify a set of rules within current fisheries legislation. Despite being aimed at reducing the impacts of fisheries on the marine environment, the proposal adopted only serves to weaken existing protective legislation, without scientific justification.

Today the European Commission released a long awaited proposal for a revised law to govern the delivery of waste from ships in ports and fishing harbours. The proposal contains vital changes in how ships will deliver waste in ports and pay for it, changes that have long been campaigned for by environmental NGOs concerned with the impacts of waste dumping on the oceans.

Signatories to the "Tony De Brum Declaration" have restated their support for the objectives of the Paris Agreement and called for action on shipping consistent with those objectives.

Early this morning European Fisheries Ministers have made progress towards the goal to end overfishing in the Atlantic and North Sea in 2018, though they still have set many quotas above the fishing limits that scientists had advised to ensure sustainable fisheries.  These decisions are at odds with the legal obligation of EU Member States to end overfishing by 2020 at the latest.

The European Parliament Fisheries Committee today voted on a proposal that will revise legislation on the protection of fisheries resources and marine ecosystems. The proposal merges more than 30 existing regulations and directives, all aimed at minimising the impacts of fishing on ecosystems. However, the proposal seriously weakens or deletes several existing measures.

Calls for urgent action to reduce ship greenhouse gas emissions have been met with heavy push-back by many states and big industry groups meeting at the International Maritime Organisation (IMO). A group of Pacific Island and mainly European states clashed repeatedly with those saying that decisions on immediate measures should await the final iteration of the IMO’s comprehensive GHG strategy in 2023, rather than be part of the “initial” strategy in 2018. Green groups Seas At Risk and Transport & Environment, which are members of the Clean Shipping Coalition (CSC) [1], said the most obvious immediate measure is to regulate ship speed, with the feasibility and effectiveness of slow steaming having been proven during the recession.

Greenhouse gas emissions from three ship types - containerships, bulkers and tankers - could be reduced by a third, on average, by reducing their speed, according to a new independent study that will be presented to the International Maritime Organisation (IMO) next week.  The cumulative savings [1] from reducing the speed of these ships alone could, by 2030, be as much as 12% of shipping’s total remaining carbon budget [2] if the world is to stay under the 1.5ºC global temperature rise, the CE Delft study for NGOs Seas At Risk and Transport & Environment, founding members of the Clean Shipping Coalition (CSC), found.

The UN's shipping body has settled on the main elements of an interim strategy aiming to decarbonise the sector. Over 170 countries meeting at the International Maritime Organisation in London had some substantive discussion on objectives and ways to decarbonise shipping resulting in a 7-step outline that now needs to be developed into an interim plan due in 2018. One proposal calling for the shipping sector to adopt climate targets in line with the Paris Agreement and decarbonise by the second half of the century gained overwhelming expressions of support but failed to reach a consensus.
