Measures proposed by EU Member States to protect the marine environment lack ambition and financial commitment. This is the key finding of an NGO survey organised by Seas At Risk and Oceana in order to assess the level of ambition, strengths and weaknesses of the measures Member States are proposing to implement the Marine Directive and ultimately achieve a good environmental status of European marine waters before 2020. Sixteen NGOs responded to the survey and evaluated the measures proposed by Belgium, Denmark, France, Finland, Germany, Lithuania, Portugal, Spain, Sweden and the United Kingdom during the national public consultations held in 2015/2016. This report presents the results of the survey.

The Marine Environment Protection Committee (MEPC) of the International Maritime Organization (IMO) is conducting a review of the 2020 requirements of the Energy Efficiency Design Index (EEDI). In the current regulation, a ship built after 1 January 2020 needs to have an EEDI that is 20% below the reference line value for that ship. The aim of this project is to analyse which EEDI requirements are readily achievable for bulk carriers, tankers, general cargo ships and containerships.

The Circular Economy Package has the potential to address our unsustainable production, consumption, and poor waste management and reduce marine litter. By reducing the production of waste, reducing consumption of single-use plastics, designing products to be repaired, durable, reused and if not, recycled into new products, and putting a consumer value on plastics through economic instruments they are less likely to be carelessly disposed of and end up in the oceans. This short briefing paper discusses the reasons why the Circular Economy Package is so vital for reducing marine litter, and lays out some essential elements that should be included in the legislative files.

There is a growing interest in the fuel efficiency of ships because of fuel prices, climate change and energy security issues. This has resulted in, amongst other things, a regulation governing the design efficiency of new ships called the Energy Efficiency Design Index. This study analyses which factor or factors have contributed to changes in the average design efficiency over time and what their relative importance has been.

Brussels - The EU’s Fisheries and Agriculture Council on 14-15 December will decide whether to permit continued overfishing in the North Atlantic and North Sea in 2016. Fisheries ministers will be challenged to improve their poor performance to date in implementing the more ambitious Common Fisheries Policy and setting sustainable levels of ‘Total Allowable Catches’.

This paper explores solutions and actions required to develop an ecologically sustainable feed resource on which European aquaculture can rely. The feed related priorities include, certification for fishmeal and fishoil by credible and independent environmental certification schemes, ensuring that fin fish aquaculture facilities are net producers of fish protein, an increased use of non fish based feed ingredients, discouragement of the use of discards or bycatch, maximisation of the use in the production of fishmeal and fish oil of by-products and trimmings; assessments of the environmental footprint of alternative feeds.

This report is a first report of a study into the design efficiency of ships. There is a growing interest in the fuel efficiency of ships because of fuel prices, climate change, and energy security issues. This has resulted in, amongst other things, a regulation governing the design efficiency of new ships. As of 2013, new ships need to meet an EEDI target efficiency relative to a baseline constructed from the average design efficiency of ships that have entered the fleet in the period 1999-2008. The targets become more stringent over time. Currently, the Marine Environment Protection Committee of the International Maritime Organization is reviewing the targets. One of the main questions being addressed is the feasibility of the targets. The historical development of design efficiency can provide relevant information to answer this question in three ways. First, it can elucidate how the design efficiency in the reference line period 1999–2008 compares to other periods. Second, it can show what the timeframe for market driven efficiency improvements has been. And third, it can show which design changes have resulted in efficiency changes.

2. How has the EIV of ships that have entered the fleet since 2009 changed and how have changes in the EIV been achieved?

Environmental NGOs propose several priorities to ensure that European aquaculture develops in an environmentally responsible manner. To minimise the environmental impacts of aquaculture the priorities are to ensure sustainable sourcing of feed, to avoid escapes by adopting technical standards, to minimise biodiversity impacts and to reduce the impact of chemicals and medicine use. To fill the knowledge and data gaps, more research and data collection are needed regarding the effects of aquaculture on wider ecosystems. This should underpin the development of measurable targets and indicators. Also aquaculture governance needs to be improved, to ensure early and effective stakeholder and public participation and the integration of environmental legislation. Innovative production processes such as integrated multi-trophic aquaculture and aquaponics should be supported and encouraged. Public funding needs to be focused and accountable and environmentally responsible trade promoted.
