As the International Maritime Organisation gears up to adopt the Net-Zero Framework to regulate greenhouse gas emissions from ships, these guidelines represent a critical opportunity to ensure that the framework delivers on not only decarbonisation, but also supports a just transition, rather than embedding structural inequality and cost-avoidance mechanisms.
