Call for consultancy: EU fishing fleet decarbonisation and fleet capacity ceilings

Seas At Risk is seeking a consultant or consortium to deliver a study assessing whether the decarbonisation of the EU fishing fleet can be achieved within the existing fleet capacity ceilings established under the Common Fisheries Policy (CFP).

The study will evaluate claims that alternative propulsion systems and fuels require additional gross tonnage (GT) and therefore create a need to increase national fleet capacity ceilings. It will assess the evidence base behind these claims and develop independent estimates of the GT implications associated with different decarbonisation pathways across fleet segments and Member States.

We are looking for applicants with expertise in fisheries policy, maritime decarbonisation, naval architecture, quantitative modelling, and/or EU fisheries governance.

Please consult the Terms of Reference for full details on the scope of work, timeline, budget, and application process.
