Cigarette butts are the most commonly found litter worldwide. Cigarette filters are lightweight and once thrown on the ground, can will be swept away by the wind and rain towards sewer drains and waterways, with at least 40 % ending up in the ocean. Extended producer responsibility (EPR) puts the costs associated with clean-ups on tobacco manufacturers.

This report provides an update on implementation status of the EPR measures on tobacco products and makes recommendations to improve these schemes and keep tobacco products of of the environment.
